American lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators proposed a proposal toxic to Democrats: eliminating the ACA, called Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the lengthiest closure of the federal government in history deepened on Saturday, as government employees went without pay, airlines were forced to ground planes and SNAP benefits have been delayed for 42 million Americans.
Trump's Plan from Florida Resort
As Saturday's session got started, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators praised the plan, which is comparable with a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the consumer," one senator said.
Another senator praised Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Democratic senators shared alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."
Another senator reacted to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to terminate the closure in return for a future vote on the ACA payments.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and extend the subsidies for a year.
Another leading Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the subsidies before negotiating the future of the subsidies.
"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress does nothing."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.
Some analysts suggested that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
