Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the current period. By day, political struggles are conducted: positive announcements are delivered from multiple capitals. Immense energy is allocated on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons flew past – modern combat jets delivered to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, sparing the city from devastation and another blackout.
Continuous Dangers
Not long after, a heavy machine gun engaged a drone close by, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and heating outages in many homes as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's essential dependence on Western support – a need that European nations are evidently unprepared to fill in the near term.
Failed Diplomacy
The comprehensive proposal from Washington sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This trend will, certainly, persist.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. US administration works based on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is unrealistic to force Russia to surrender the territory that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, Washington does nothing to discourage Russia, through statements or actions, from believing that the current condition will not evolve additionally in its advantage in the near future.
Conflicting Perspectives
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its benefit.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: personal goals to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
